Lagos Unveils Digital House Numbering System to Boost Smart Governance
In a bold step toward transforming Lagos into a 21st-century smart city, the Lagos State Government has launched the Lagos Identity Project, a digital house numbering initiative aimed at improving property identification, service delivery, and urban planning across the state.
The project, part of Governor Babajide Sanwo-Olu’s THEMES+ development agenda, leverages technology to address long-standing issues such as inconsistent addresses, tax evasion, and emergency response delays.
Speaking at the unveiling, Dr. Olajide Babatunde, Special Adviser to the Governor on e-GIS and Urban Development, said the project is powered by Streamline Technologies Limited, in partnership with the State Government, and is designed to provide a standardised, scannable, and secure addressing system.
“This project is about providing Lagosians with the world-class services they deserve,” Babatunde said. “From tracing properties to preventing rental scams and improving emergency response, this system fills a critical infrastructure gap.”
The digital plates, embedded with QR codes and colour-coded by local government, will initially roll out in Ikeja before expanding to all 20 LGAs and 37 LCDAs across Lagos. When scanned, the QR codes will grant access to essential property details—improving transparency and boosting public confidence in the system.
Dr. Babatunde also noted the initiative draws on the legacy of digital governance laid during President Bola Tinubu’s tenure as Lagos State Governor, including the establishment of a state-owned data centre.
“This is more than an address system. It's a legacy project aligned with international benchmarks on identity and data protection,” he added.
The Lagos Identity Project was developed in collaboration with Interspatial, which spent two years conducting aerial mapping of the state. The system supports secure Know Your Customer (KYC) protocols and enhances urban planning and infrastructure deployment.
Technical partner and co-sponsor, Mr. Yinka Adesiyan of Streamline Technologies, described the project as a game-changer for security, service delivery, and governance.
“This isn’t just about numbering homes; it’s about making Lagos smarter, safer, and more efficient,” Adesiyan said.
He emphasized that the system would aid emergency responders, utility workers, and logistics providers by enabling seamless navigation and property verification.
Also speaking at the event, the Managing Director of the Lagos State Signage and Advertisement Agency (LASAA), Prince Fatiu Akiolu, highlighted the project's potential to streamline package delivery, utility billing, and general house numbering through digital integration.
“Technology will drive this process—paperless operations, QR-coded plates, and harmonised service data for a smarter Lagos,” Akiolu affirmed.
Residents are encouraged to cooperate with field officers during installation and take ownership of the system as a tool for accessing better, faster, and more accountable services.
